[Press Release] Penang ATE Campus Establishes Steering Committee to Drive Growth Across Four Key Pillars

PENANG, 13 MAR 2026 – Spearheaded by InvestPenang, the Penang Automation, Test and Equipment (ATE) Campus has officially identified four key pillars to accelerate growth and strengthen the Penang’s ATE ecosystem, following a series of industry engagement sessions with key stakeholders since October 2025. Executive leaders from Aemulus, Greatech, Pentamaster, Sophic Automation, TT Vision, Walta Engineering, and the Penang Skills Development Center (PSDC) have been appointed to serve on the initiative’s steering committee, with specific pillars lead by each member to drive implementation and sustain long-term impact.

The first pillar focuses on branding and policy recommendations, including the development of an industry positioning framework and localisation policy proposals for the government. This pillar is led by Mr Goon Koon Yin, CEO and Executive Director of TT Vision Holdings Berhad.

The second pillar focuses on localisation pathways, aiming at facilitating collaboration between multinational corporations (MNCs) and local ATE companies through structured engagement platforms such as industry workshops, capability mapping and business matching. This pillar is jointly led by Dato’ Seri Tan Eng Kee, CEO and Executive Director of Greatech Technology Berhad and Dato’ Chuah Choon Bin, Executive Chairman of Pentamaster Corporation Berhad.

The third pillar explores the establishment of shared laboratory facilities to support collaboration, co-development and training, led by Mr Ng Sang Beng, CEO and Executive Director of Aemulus Holdings Berhad and Dr Hari Narayanan, CEO of PSDC.

The fourth pillar centres on training and skills development through structured training, reskilling and upskilling programmes to support the ATE industry. This pillar is led by Mr Goh Kheng Sneah, Group Managing Director of Walta Engineering Sdn Bhd, Mr Koh Dim Kuan, CEO of Sophic Automation Sdn Bhd, and Dr Hari Narayanan, CEO of PSDC.

Chaired by Dato’ Loo Lee Lian, CEO of InvestPenang, the Penang ATE Campus Steering Committee Members are responsible to advise on strategic direction and policy matters, facilitate collaboration and engagement with partners and stakeholders, support the development of programmes and initiatives, and provide recommendations on any other matters related to the Penang ATE Campus initiative.

Through these collective efforts between industry, government and academia, the Penang ATE Campus initiative aims to further strengthen Penang’s ATE ecosystem, unlocking new opportunities for local ATE companies while reinforcing the state’s position as a key hub within the global semiconductor value chain.
