MSC Malaysia

MSC Malaysia status is the recognition awarded by the Government of Malaysia through the Multimedia Development Corporation (MDeC) to companies that participate and undertake IT activities in the MSC Malaysia. Companies with MSC Malaysia status enjoy a set of incentives and benefits that is backed by the Government of Malaysia’s Bill of Guarantees (BOGs). Any local and foreign Companies that develop or use multimedia technologies to produce and enhance their product and services and or process development are eligible to apply the MSC Malaysia status.


Since its implementation in 1996 and its subsequent roll-out to Penang in 2005, the MSC Malaysia is host to a thriving and vibrant ICT hub with home grown as well as foreign-owned companies and multinational, focused on multimedia and communication products, solutions, services and research & development.


Penang is the first state in Malaysia to be awarded the MSC Malaysia Cybercity status. Officially known as the Penang Cybercity (PCC) it provides a hi-tech growth platform for industries and businesses.

MSC Malaysia Cybercity @ Penang Cybercity.-phase 1 (PCC1) encompasses the Bayan Lepas Industrial Park and its vicinity. (link to map)

The PCC1 provides an ideal growth environment for ICT companies to locate and develop new technologies, products and services. With its excellent infrastructural facilities, the PCC1  is most suited as a global test bed for ICT application and a hub for regional operations.


The Multimedia Development Corporation (MDeC) is the federal one-stop agency that manages and regulates MSC Malaysia. (www.mscmalaysia.my). As MDeC’s  state partner and Cybercity Manager for MSC Malaysia initiatives in Penang,  investPenang offers facilitation and coordination services to companies intending to apply for MSC Malaysia Status and setting up business in the Penang Cybercity.


The grant of MSC Malaysia Status entitles qualified entities to a set of incentives, rights and privileges from the Government of Malaysia (Government), namely the MSC Malaysia Bill of Guarantees (BoGs). The MSC Malaysia’s 10 BOGs are as follows:-

  1. To provide a world-class physical and information infrastructure
  2. To allow unrestricted employment of local and foreign knowledge workers
  3. To ensure freedom of ownership by exempting companies with MSC Malaysia Status from local ownership requirements
  4. To give the freedom to source capital globally for MSC Malaysia infrastructure, and the right to borrow funds globally
  5. To provide competitive financial incentives, including Pioneer Status (100 percent tax exemption) for up to ten years on an Investment Tax Allowance for up to five years and no duties on the importation of multimedia equipment
  6. To become a regional leader in Intellectual Property Protection and Cyberlaws
  7. To ensure no censorship of the Internet
  8. To provide globally competitive telecommunications tariffs
  9. To tender key MSC Malaysia Infrastructure contracts to leading companies willing to use MSC Malaysia as their regional hub
  10. To provide a high-powered implementation agency to act as an effective one-stop super shop.
